Whenever I hear/read a talking head use the term “Residential Neighborhood” I want to reach through the television or go to the writer's residence and hit them upside the head with a 2x4.
Once I have their complete and total attention, I can point out the deficiency in their education that allows them to completely misuse terminology.
A neighborhood IS a residential area, you Moron!
The proper descriptive of an area where people live in single-family or multi-family edifices is either a residential area OR a neighborhood. Under NO circumstances, excepting presenting yourself as an idiot, should you combine these terms as a “Residential Neighborhood.”
Don't make me hurt you.

Surely they mean to contrast the residential neighborhood with the corporate neighborhood or the residential business parks we see so often in non-rural city-type town-burgh communities? *hyuk*
Some pet peeves:
"Old adage" - adage means old saying.
"High rate of speed" - speed IS a rate.
